Quail egg woes.....HELP ME?

I ordered a incubator set of quail eggs and have been fallowing the instructions very carefully for right at 3 weeks now. I'm worried that the eggs are not fertile ....they are spotted quail eggs so it is hard to candle light them I'm worried I've cared for them for this long and am going to have to deal with the huge disappointment that they aren't going to hatch.... so my questions: should the eggs be rolling around on there own (my mom says they should) would they stink if I had been incubating them this long and it ended up that they weren't fertile
