If we're bad at soccer, then why do we qualify for every single World Cup?

We just beat Panama 1-0 and finished runner's up and that was already a disappointment. But we always qualify for World Cups. Holland missed out on World Cups before. Russia misses out all the time. Uruguay missed out in 2006. Even England missed out in 1994 here. But we always qualify. Last time I checked we were better than teams like Guatemala and Jamaica. So we dominate our group, unlike those teams that seem to struggle. And not to forget, our FIFA ranking gets better every single time we qualify for the World Cup. We've been in the top 10 several times now.
